It seems to suggest that for it to be effective, you need to max both, and try to get level 40

You can do partway too. but just keep in mind then to also boost your vitality/life and not only energy/mana, since you will absorb a bit less :)
Like you posted, its important that Telekinesis is maxed. With +skills you can suffice with just 1pt in Energy Shield.

also if you go the ES route forget about Blocking. The Blocking animation will only hinder you.

I've done full ES builds (heck, I wrote the guide for it =)) and TK 20 prebuff ES and both setups work just fine if you get your life/mana balance right.

For full ES, everything goes towards mana.
For prebuff ES, I go with life = mana (well, mana a few points less). Do keep in mind that ES will cause mana drain and that low mana just won't work with ES, even with TK 20.

I don't quite understand why max block is bad
if energy shield isn't maxxed, isn't it better to have stormshield and max block?

im making a sorc ES build as we speak and its working quite nicely so far all my skills are +10, and thats without memory, so all is well so far, anyways i would say go all the way with it if any, but it all depends on your own uses and desires.
