I know quests like rada give u skill points, but isnt there a quest that gives stats? i thought there was..if so please give me details, i need it :)

Act 3, fourth quest, Lame Esen's Tome.

Take the Kurast Bazar wp, and go to the ruined temple.

Just make sure you check all the temples, cause there is more than one.

True, but I'm pretty positive the tome is always in the ruined temple like A_S_G previously said.

Confirmed. Lam Esem's Tome is always in the Ruined Temple in the Kurast Bazaar. Watch out for the hordes of Flesh Hunters if you're on higher difficulty levels, they can sometimes spawn in nasty places with nasty mods.

Oh, i figured they were all named Ruined Temple, never really took the time to look =P

IIRC it's always the Forgotten Temple... however, I'm not playing the English version and some names are very similar.

Itīs in Ruined Temple, in Kurast Bazaar. Forgotten Temple is in Upper Kurast.

Battlemaid Sarina and her Extra Fast Spectral Hit (plus one/two more abililties on NM/Hell, respectively) will be waiting for you. There are a lot of minions in NM/Hell (10-11 of them) so beware. Also, Ruined Temple can hold some seriously nasty stairs traps (the T-layouts of the place are especially dangerous, usually). You can end up right in the middle of a boss pack of Spider Maguses, Wailing Beasts, Flesh Hunters or Night Lords. One of the hardest and most challenging spots in the game for a Full Clear player like me.
