what are the lvl requirments on it?

Nothing special about this wand, except the +2 skills and +2 spirit, +3 IG, +1 Attract. You probably won't be using IG anyway, since Clay Golem is the mainstream golem. The 5 to light radius could also be considered a plus, but it's very insignificant. The fire bolt casting, the AR bonus, the life leech, the 100% monster run and 50% extra damage to undead are useless (unless you're planning to hit with it, which I doubt is the case).
I think most unique wands with +2 necro skills beat this one.

I think if it had FCR on it perhaps it would be much more useful...IG is not really that good. I agree that most uniques probably beat this one, but they aren't that easy to find. In a pinch this one might do...

I'd say very slightly above the average though it doesn't come close to some of the better uniques/runewords.
Analysis of stats:
10% chance to cast level 4 fire bolt on attack: Insignificant, no matter what weapon it spawns on.
2 to necromancer skills:
The main selling point, but it needs to have good values in relevant skills besides.
5% bonus to attack rating
5 to light radius: Insignificant, you aren't gonna hit anyone with this.
4% life stolen per hit: Also insignificant for the same reason.
2 to bone spirit: What makes this rise above the gutter. Still it's not really THAT special.
3 to iron golem: Not exactly the greatest skill nowadays.
1 to attract: Looks good, but Attract does just fine at the base 1 point. No need to have specific equipment for that one.
Hit causes monster to flee 100%: Insignificant, you aren't going to hit people with the wand anyway. If you really need to scare stuff away, use your own Terror.
50% damage to undead: Blunt automod.

The worst possible boneshade is better. It's poop :p
I would say it's average. Still beats Maelstrom, Ume's lament and stuff like that. And rare is always cooler, as it's unusual.

i like the fcr, mana, skills on umes, and it has better curses(attract, decrepify)
and its easy to come by anyway :)
to be frank its not that good. most of the unique wands are alot better, u could even make a white wand which is a whole lot better if u can get em with the preferred skills(+bone spear/spirit etc.)
As the others have said it is nothing special unless you are say a summoner that wants a weak BS (with say MarrowWalk) for free or with low skill investment. Also you could have Attract without investing in Confuse and save 2 skill points that way.
Otherwise most unique wands with +2 skills have better mods like FCR, mana and life than this one. Magical and rare wands do not get any really useful suffixes, except FCR, which is why most often you end up with Life leech and Light radius. Basically, it is a wand to use until you get a unique to replace it unless you have some weird summoner requirements as I outlined above.

IMO this is what you should be looking for in a rare wand.
* +2 Necro Skills (staple of an end-game rare wand)
* +3 Bone Spirit (or any other one of your maxed ablilities)
* +1-3 Lower Resist/Revive (or any other level 30 skill that does fine with 1 point)
* FCR
* Energy/Mana
A wand like this would give a hefty + 5 boost to one of your main skills, saves you a point by activating a 1 point wonder, and adds fcr+mana to boot.
If you really wanna get funky and actually try to hit something with it. I'd suggest getting a wand that has ITD and AR increase per level coupled with a little CB on your equipment somewhere. ;)

Don't a lot of people consider + to light radius a bad thing for necros? I thought it counteracted Dim Vision to an extent. Either way the only use for it is to use it until you get something better. Without FCR you'll probably have a hard time trading it.
