Tips for buying +3 javlin 20 IAS grooves

As I remember someone mentioned you can buy a +3 skill 20 IAs from npc, but I failed to find one. Any more tips on the details?

I recently found two pairs of these gloves while I was waiting for Diablo Clone to appear and killed time by shopping. I got one pair from Charsi (Hell) and the other pair from Anya (Hell). It's just a matter of luck.

My AMA is at level 90, the character level seems have effect on the shop items, what is the level of you guys when you see that pair of grooves?

Those gloves are lv 45 and I usually shop for them in Hell, so I'd say i am around lv 70 - 75
