I'm currently lvl 76 fury WW druid.I've maxed WW,lycan,Oak,and fury.I'm currently trying to decide whether or not to spend the remaining points in maxing grizzly bear,or maxing rabies and the rest into poison creeper.Any ideas?

max rabies and put ZERO POINTS into poison creeper. Strap on a carrion wind ring and use the synergy bug so you can do massive rabid damage and fury damage weeeeeeeeeee

Unfortunately,I already have a point into poison and carrion creeper. :(
Hmmmm if you plan on lvling a good bit it might be worth gettin a second sage (Heart of wolverine) that way you can be more versitle.
down fall on grizzly - unless you are a summoner druid grizzly really wont do enough damage to put into it. And w/o a high synergy rabies wont do to to much damage anyways .... and since you put into poison vine im not sure how viable rabies would be.
If you put into another summon put into the one that gives +life passively to your summons (dire or spirit .. i forgot).
But i would personally suggest another sage for your specific case .. maybe if you post current skill distribution i could help you more.

does the carrion bug only work if there are no points placed in creeper?

yup as with all charge bugs
Hmm i would probably just go with another sage so when your partied w/ another druid 2 oaks arnt up. Reasoning is that you cant really add much more damage. Your options basically come down to:
Feral rage - nice mods to have coupled w/ fury
dire wolves - more life to bear (or is it spirit wolves that give this)
Another sage - gives more versitality
With one in poison creeper rabies wont do enough damage to make it a viable second attack choice.
And by maxing all of lycan and ww geddon wont do enough damage.

I say keep your grisly at one point, then work on either dire wolves or feral rage. Rabies isn't going to cut it unless you're desperate for a pi-killer. Wouldn't go for another sage though :)
