I have a Tesladin I need a merc for. First I was thinking I should just use a Defiance merc, and I can probably give him a Doom polearm at some point. I was just thinking though...I don't really need a tank that much. If I was to hire an act 3 Lightning Merc, would he get the benefit of all my lowering lightning resists? Could I equip him with another Crescent Moon, and another Griffin's Eye, and have those bonuses work for me? I'm just wondering if a Lightning merc might be more effective than Defiance for this build.

Mercs act like minions they don't benifit from your -resistant gear... If you put them on them I think it would work for them then but not you... So i other words get a Rogue merc with frost arrows if you want a range merc...

personally i would go with a holy freeze merc. im my experience with a telsadin if u use holy shield well and have a decent base defense u dont need much more. plus holy freeze makes it easier for the merc to deal with the light immunes you cant kill easily and also slows eniemies down so having a 4 fps swing isnt absoloutly necissary.

I'll make this simple:

for elemental damage, use act 1 fire/cold and act 3 fire/cold

for act 2, if your base defense is higher than 800, use defiance because the benefit will be more than holy freeze merc. You might consider blessed aim if you dont like ITD weapons.

act 5 mercenaries might be good with the right eq, but i wouldnt know (beast one hand, doom the other, and wearing am armor that gives defiance for a triple-aura barbarian sounds interesting)

Personelly, I almost exclusively use defiance merc for my Tesladins. Most of the Tesladins I have made don't use holy shield or have a low level of holy shield so I need the defence bonus given by my mercenary. I find that getting hit less beats pretty much hands down any other kind of help I could be given. I tried an holyfreeze one but did not like it as much. Depending on your setup and variant your playing, a blessed aim merc could be useful as well.

You seem wealthy enough, so maybe using a blessed aim merc with a Doom polearm would be a good choice. IF you're playing a Tesladin with max zeal/sacrfice than maybe a might merc could be more helpful.
