I disagree with 99% :D but this build should use max block since it won't teleport. I think most sorcies shouldn't do max block, lots of teleporting necro's non either.

But yes whistan's or stormshield + maxblock. Probably storm.

If you're going shield I recommend max block, as long as it's not some shield like lidless. Definitely stormshield by the way.
