We were having a debate about PS sins in the HC forum, when the topic of weapon block came up. As I understand it, weapon blocking is not reduced to 1/3 when running, but some people seem to be convinced this is incorrect and that WB does not work when moving, or that it is at least reduced to 1/3.
I did some quick research about WB in the Assassin FAQ, but couldn't find what I was looking for, so if someone could confirm one way or the other, I would appreciate it.

It doesn't work when moving. The question has been brought up on another forum i read (i believe it was BigeyedBug who started the thread) and Adeyke undertook some tests to find the answer for us. He came back with the result that WB doesn't work at all when moving. That means either walking or running.

Doesn't work at all, or suffers the 1/3 penalty?
Because I used to have a C/C PS assassin and I could swear that there were times when I ran down to Shenk and deflected quill rat arrows along the way.

well thats pretty ****ty. takes the best form of blocking and turns it into an absolute waste of skill points...
may as well have taken the points spent in it for my trapper and sunk them into something else then...but i really cant believe it doesnt work at all while moving...thats just too crap-tastic lol

Well in that case, why would anyone want to play as a C/Cer? Looks like I'll be going C/S for my PS assassin instead, which is kind of balls if you ask me since I was looking forward to not needing all that extra dexterity just for decent blocking.
CoT still works with only one claw though, right?

For +skills, for looks, for the ability to block elemental attacks, for decent blocking when standing toe-to-toe without pumping dex. I agree that WB looked a lot better when I thought it blocked moving, but a case could be made that Assassins don't need that so much when they've got CoS and MB.
Weapon Block DOES work with WW at full percentage, which is kind of funny.
CoT can be used single-claw, but it's very slow that way. It uses the Phoenix animation with a speed penalty.
