I was wondering if a level 39 Fist of the heavens doing around 4498 damage + level 35 conviction doing -150 resists. would be able to take out the cyclone armor of a druid with about level 40 cyclone armor??? also would this paladin build be viable for soloing in hell???

Well I'm not sure what order the calculations are done in....but here goes:
Cyclone isn't affected by Conviction, because when you have Cyclone on, your resists are effectively 0 anyway. So that doesn't factor in in either case.
So....if FoH isn't affected by the PvP penalty in terms of Cyclone, yes it would knock CA out, first hit.
If it is affected, before it hits cyclone, you'd only be doing ~750 damage, it'd take about 3-4 hits to get a fully synergized cyclone off, and that's if you're hitting that 4498 every time.
Every attack is affected by pvp penalty. Foh is no different. In my experience it takes 3-4 foh to ditch cyclone. Which is more than enough time to recast/kill the pally. Don't forget minions either. They distract the auto target giving even more time for the druid to kill the foher.
As for soloing hell...that is a definite no. You have 0 crowd control skills except vs undead which will take some extra damage from the holy bolts(although not enough to do serious damage unless you maxed holy bolt). There are quite a few lightning immunes that even conviction cannot remove. And if you do remove the immunity then it will still take you forever to kill it.
If however, you combine this pally with a good sorc then you can rip through hell like you wouldn't believe.
Side note on conviction- it cannot go past 150 minus res no matter what level it is, so don't waste any points in it after it hits that point.

cyclone armor takes damage before resistances come in to play.
yr foh might take it down in 2 hits.
