i heard there is a charm recipe for the cube. is this true? if so what is the formula?
3 perfects and a charm = another sucky charm.

Three perfect gems + any magical item = reroll the affixes allowing potentially better ones, but completely random.
Keep in mind if you want a good charm you shouldn't reroll charms found in Normal or low areas. The formula uses the ilvl to determine what it's capable of.

In case you really want to push the limits on this one, get a small charm from hell Baal. Then get 300-500 perfect gems and start cubing. Stop when you get one of the following prefixes on that small charm:
Hibernal
Flaming
Shocking
Pestilent
These are the ones people are looking for on Baal small charms. Having a nice suffix on too will make those godly. For example it's possibe to get a small charm with 2-99 lightning damage using baal small charms. Considering the amount of pgems consumed by cubing one of those prefixes in sc and the fact that you need to get that sc from Hell Baal, these charms are so valuable that they make some other high value items look cheap.

I prefer rolling GCs in hopes of getting + skills. Thus far, I've rolled 100 - 130 PGems to get about 4 + skill charms.

That is about the expected amount. The chance to get a + skills charm from re-rolling is about 3% for GC high enough to get the mod.

In that case rolling 4 of them for 100-130 gems is really lucky, not average
It's actually closer to 5%, but 4 in 40ish rolls is still pretty lucky.
With low-probability events, getting 4 instead of the expected 2 is not that out of the ordinary though.
