how much is lvl 40 or 50 ( if possbile ) can lower ur cold resist

lvl 17 is -100% and its 5% per lvl, other impt lvls:
lvl 27 = -150% (most hell monsters)
lvl 32 = -175% (hell meph)
lvl 37 = -200% (more than this does no good bc it can't break immunities and it won't lower res more than -100%.)

hold up I was just thinking about what u said. So getting more then -100% would be unless in pvp right ? or I'm wrong

In PVP, you want all the cold mastery you can get. Someone can have 75% Cold Resist showing, but they may have more resist which must be over come by Cold Mastery. Personally, I max my cold mastery for PVP.
