How can I get to Baal without completing the Ancient quest ? I have heard that there is a bug that allows you to do this , but I don’t know how to do it myself . I was told that some players use this in order to get the runes from the act 4 hellforge quests on nightmer and hell . They just make a new character , rush it to hell act 4 and then make another one and so on… Can anyone explain to me how to do this ? I will be really grateful !

Welcome to the forums, hope you enjoy them.
In response to your question, I believe it works like this:
If you need the ancients quest, but don't want to do it yourself, go into a game where the quest is being done. The quest must be completed by a party member that also needs the quest, but if you are in town, you will get credit for it as well. So you find a game that has ...need hell ancients...or something like that, go in, party, and wait for the kill.
This is the method of which you speak. But if you want to be nice about it, rush a pally, barb, or necro, and go up to the ancients an chill in a corner with an aura/warcry/curse available to at least help out. People will appreciate this more.
I'm not into rushing myself, but this should answer the question.

after staying in town or in summit, your ancients quest will be left incomplete if you arent lvl 20, 40, 60 respectively for the 3 difficulty. Continue to stay in the game till the people kills baal and your baal quest will be completed, you can then be promoted to the next difficulty. This works in all 3 difficulties. This is also how a lvl 1 char can do dia runs in hell.

well, lvl 1 chars are there for various reasons. some i could think of
1) For muling, once your chars reach hell, you can do transfer in any difficulties
2) For leveling up. Once your char hits lvl 25, the exp will fly.
3) For socket quest. At times pple needs to do socketing of items.
4) For Hell forge. If a friend's help, u can get hell forge runes again and again by getting chars into hell. It's not difficult to rush to act 5 now that there are many strong chars around.
