u dont have to have full trangs for fireball/wall tho u can have like 3 pieces i think. My necro has armor shield and gloves and he can use both skills

as hatebreed mentioned, it's a special mod you get from using the complete TRANG-OUL's set in 1.10.

All the Elite Character Specific sets have something silly that you get for completing the full set.
Trang' Oul's: Ghoul Lord appearence
Natalya's: 'Fade' (you look invisible)
Mavina's / Immortal King / Griswold's / Aldur's / Tal Rasha's: Silly glowing aura

None of the graphics add any ability to your character. Note on the Trang Oul's Set...There are 2 bugs with this setup.

Bug1: Faster Cast Rate does not affect your casting speed. Basically, you'll cast slower then crap.
Bug2: No blocking animation. After testing, it's been determined you will block, but there is no animation (just basically an annoying hinderance).

the trang set i dont think is all that bad for summoner necros tho cuz of its overall distribution to each tree +2 bone/summon/curse. So fcr isnt rly a big matter for the summoners. However, as gvandale mention, if u are looking to be pure bone/poison tree then the trang-oul set is definetly not for u, the only thing u would most likely use is the gloves which gives 20%fcr and +2 curses
