I think it really depends on how much you're hurting for +skills. I'd take that circlet over most +3 P/B magic circlets for my bonemancer. I don't think you can get +resist all on a suffix, so I can't think of any second mods that would make it worthwhile (IMO) to use a magic circlet instead.

usually in CH you want to look for FRW, but its good nevertheless
