Why Do People Use a 5 shael'd phase blade and one eth.

This used to be a common Werebear phase blade in .09, which, IMO, was bad manners to use. Although it would only hit 5 FPS, the ITD Eth bug was very useful.
If you're referring to 1.10, and why someone would use this as a 1.10 weapon, then... perhaps they were just too lazy to change their .09 phase blade and decided to keep the Eth one equipped. Other than that, I can't see why else you would want to use it.

I heard that some necros use 2shael/4eth phase blades, but I forgot why. I guess that some curse is applied or triggered when the enemy gets hit, but I forgot what it was

IIR that was only in .09 because chain light was IAS based. but i think that in 1.1 it was "fixed" to be FC based

Yes, it got fixed. But a Chu-Ko-Nu (base speed -60) might have been the better choice in these days if you didn't have the dex for a phase blade. Although you can't wear a shield then.
Thx for the answer regarding necros btw.
