This has actully been a highly debated issue among druid players for quite some time. A majority would like to say yes without a second thought. However you get down into the cast rate frames, the issue become quite complicated.
1 summon: 10%FCR
2 summon: 20% FCR
3 summon: 70% FCR
4 summon: 150% FCR
5 summon: 325% FCR
Now these summons include your spirits. However some spirits, like HOW do not like to be casted in a wereform, and instead only do their full bonus when casted unshifted. You get a -50% effectiveness if you cast HOIW in a shift. Also, the FCR tables do not allow you to cast all your summons in shift. I would load up and prebuff gear and use it to cast them.
Then there is the group of druids who think that casting in a shift is a myth. Their case against the cast has many holes, but you cant just dismiss it. They think that when yoiu cast in summon, you actully shift back in one frame, cast, and then shift back, all in one frame. the game thought that the quick shift would be better than forcing the summon penalty.
Either way, the anwser is yes, yes you can shift in summon form :)
