TC stands for Treasure Class. It has nothing to do with which enemy you kill to get the item other then each enemy can only drop up to a certain TC based on their lvl.

Each Item type in the game has a TC attached with it and only monsters that can drop up to that Treasure Class are able to drop that type of item. You can read more about it on the Diabloii.net site I dont remember where the info. is other then to search the site for drop calcs and drop mechs.
