if I remember correctly it stands for outside or other increase attack speed. so stuff from gear not from the weapon itself....I may be wrong havent played in a while and starting to forget all the terms.

You,sir are correct. :)
It's outside IAS,meaning any sources of speed from equipment except the weapon (WIAS).

I think your question has been answered, but to go a little further, if you are contemplating OIAS on a Shifted Druid, it has much less benefit than it does on other characters. Check out TheDragoon's speed calculator for more info.

Here's how I like to think of it.
WIAS - Weapon IAS (listed IAS found on weapons)
SIAS - Skill IAS (IAS found on Skills)
OIAS - Other IAS (Non-Weapon, Non-Skill IAS usually found on items other than weapons)
Some people say OIAS stands for "Outside IAS" but, really, that doesn't make a whole lot of sense. I suspect the former was the original definition. :)

I always say outside increased attack speed. I think I originally said it because I meant increased attack speed on gear outside the weapon, or that's how I interpreted it if someone else said it first. :P
I've seen both used so that is why I gave him both.
