I want to start a new bear but is facing some questions
1) What is the minimum fpa for fire claws and maul and with what equipment?
2) Which build is better for pvp and/or pvm?
3) Which merc should I used?

1>"Fire claws" use 6s phase blade(shael*6 in it).

1) get a 2 ed/ias 4 shael pb
2) both are viable
3) for maul use a act 2 blessed aim merc if u need ar (you will unless u got really nice gear), holy freeze is nice too

1) Four frames per attack. 110% IAS in a Phase Blade is the way. Four shaels and two IAS jewels.
2) Both have their benefits. Fire Claws gets mad damage and AR, but for PvM, Maul can be very effective as well, with a two handed weapon like a Cruel Giant Thresher of Quickness with two Shaels.
3) Defensive is good, or Might, or Holy Freeze... Personal preference.

1] 4-Frames is the max speed, PvP you want 4-Frames, PvM 7-Frames is a good number to aim for as a Mauler.
2] Both have advantages, but truthfully, I'd prefer a Hybrid of the two.
3] Might or Defiance

I think for pvm the minimum fpa you should aim for is 6, ik maul etc.
For pvp you need the fastest attack so 4 fpa.
2) Which build is better for pvp and/or pvm?
Both are good, but firclaws because of the hugh fire damage is more effective id say in pvm. For fire immunes use a high damage weapon and switch to maul.
For pvp fireclaws is better, more attack rating and lots of fire damage.
3) Which merc should I used?
If you go maul, might merc for extra physical damage or holy freeze to slow nasties down.
If you go fireclaws, defiance for the added defense or holy freeze.

I never get why you guys say HF. Whats the point of slowing down things that won't move?

Does that means mauling bear is not suitable for PvP? How about a shockbear?

You need a fast weapon and lots of +Max Damage or you could make a Hybrid. Hybrids require a lot of the same stuff though but have two damage sources.
Shockbear isn't really suitable anymore. Grizzly took a huge blow in this patch.
