Yep, though it doesn't have as large of an effect as you'd think, since it just takes x% of their damage away from their total with all skills...so if they have like, 700% ed, they'd get like, 675%.

Well, not really. It gives you a slight bit of help, but it's usually not worth trouble. I'd just have one point, and spam it if you got a chance when you got close to the enemy. It's not going to make that big of a difference either way, and it's usually too frantic or dangerous to cast it anyways.
