bliz generally has a public signup on their website, where 100,000s of people enter their info and cross their fingers. They may also distribute beta keys to fansites to redistribute; they gave our WoW site about 300 keys for the last wow expansion beta, for instance. And there are often contests for slots running on general gaming news sites as well.
